If I remember right they would scrub the walls with dry sponges, replacing frequently, until the smoke coating came off enough to prime and paint.

If it still doesn't work, then one or the other is probably bad.I would use a tester to see if I had power to the outlet wires and then I would know if it was the breaker or outlet and then replace that.

The carpet is in terrible shape and the kitchen countertops (white laminate) need to be replaced as they are damaged from the tenants placing hot items directly on the counter.
