Getting ADU Permit Raleigh

I'm looking to flip or BRRRR a property that has an above garage living space. I know for assessed value having it as an ADU will add value, can anyone speak from the experience on the permitting cost and time involved?

The item that @Wes Evans noted is under "License Requirements" and I am pretty sure it is stating that if the ADU is constructed under the "Owner/Builder exemption" (no licensed contractor used) then the ADU cannot be rented out. If you have a licensed contractor construct the permitted ADU you should have every right to rent it out. I would strongly suggest talking to someone in the permit department at the city to get a straight answer.
