I think I'd take the 100% leveraged route, but do either rent by room or put a lease option on it (get a 10k option fee, then get a little premium on the rent) that way you can protect yourself further and get a little more cash.

If you just want to let them redeem it it is your option to just sign and return, it usually takes a quarter for you to receive your money back from Jefferson County. but please be mindful that are are also entitled to recoup all insurance premiums you MAY have paid according to  40-10-122 (b)(2).

There are massive fines there for buying something and using as a vacation rental without the proper permitting and those can be really tough to get unless you buy specifically in a resort zoned area which tend to have a price premium associated with the location.
