There is required insurance if you are in a designated flood zone, such as coastal, river lowlands, etc; and then there is coverage for sewer backups, burst pipes, roof leaks/damage causing interior water damage, etc.

No basement leaks, etc.

This is the most likely cause of the smell and could even be causing a small leak that is going undetected.

You posted that "the tenant fixed the gas line"- was it leaking gas and possibly a safety risk?

Here in Georgia, I've seen a number of vacant properties that had good bones but were derelict so long the roof starts leaking and once that happens, their life is short.

Do not underestimate word of mouth advertising, maybe even make a story out of it and record her testimonial and situation, then 'leak' it to a local media outlet (with her permission of course!)
