I assume I would just go to my bank but beyond that is there any action item needed from the tenant?

If I can keep a trades person for 5 years I am surprised.The idea of having an Angie's list type of a service for investors seems good, but right now its competitive to get good people to do any type of work and I would be weary of hiring people from a list without a personal recommendation.

At least 99% of legal action threats are just that: threats.

Is this data actionable?

FTC (Federal Trade Commission) regulates advertising and in the case of rental properties, fair housing complaints could come into play too. 

In this situation, we have taken several actions that have vastly improved our tenant quality, including:1) Making sure we have at least 10 great pictures of our unit in the advertisement2) Our advertisements clearly lay out our requirements: One full year at current or previous job, weekly gross income > $xxx , Paying and approving email for a Transunion smartmove criminal, credit, and eviction checks, having no more than one eviction ever which must be disclosed, explained,and paid off.

Making the Landlord sign it does not protect the PM from liability. in fact, no matter who signs the contract, the PM is liable for actions of the owner and vis-versa.
