If the property is located in an official urban renewal or urban redevelopment district, then you must be paid for anything that increases the value, for any kind of property.If you cannot find the former owner (or heirs, if he/she is dead) you should still file an ejectment lawsuit.

I am not familiar with OH laws, but you should not need to wait for new tenants, but should be able to implement the change when tenants renew their lease.
