As @Ivan A. noted, due diligence is critical, you don't want to inherit environmental liability as it can be extremely costly.

The building is in extreme disrepair and needs extensive work, foundation, full remodels on both units, new plumbing, electrical, roof, and sewer lateral.

If I were you, I would think long and hard on spending a great deal of time on Class C property unless you are getting the properties at an extreme discount (and not the standard calculation I mentioned above) I see and hear of too many people (who hold jobs) who lose so much money because they do not have the systems in place to deal with the time it takes to self-manage "high maintenance" tenants/property.  

Those are extremely important as well.
