One tenant has 4 small (large rat size) dogs and claims that they are emotional support/ service dogs and that I can not legally charge pet rent.

What if she did the staging or the "bird dogging" for properties, or some such thing?

It definitely helps me to quickly skim over the surface of everything and weed out the dogs. 

She doesn't even bark, and she is a cuddly dog.

Dog nail scratches will be a pain to see as well.

@Paloma Hernandez, my guess is the ad's by a Wholesaler / Tycoon-wannabe that's simply looking for bird-dogs to do ALL the hack work they they don't want to do, only paying a few hundred dollars per lead that results in the Boss getting multi THOUSANDS of dollars, (while their hundreds of UN-paid hours yielding no result are called: "training").

From someone in the same position, 35 years old, business, real estate, 2 kids, wife, dog, etc.

Hopefully they're more than $400/month@Khizar Hanif From my experience with Prosperity Real Estate Group, The Wealth Club's meeting, and other big dog suggestions, wholesaling these properties for the time being is the way to go since the fear is still with the people and others that are moving to Houston.
