Search for distressed or boarded up homes, then reseach those properties to see if it is vacant, absentee owner, or if they are behind on their mortgage or back taxes etc.. send them a letter =)

I would likely waive it this time if it is the first time they have forgotten the deposit slip, but my letter/email waiving the fee would come with future clarification for them stating exact lease terms and then explanation of what that means to you.
