They look at some on line pictures from 3 years ago and decide to bid.At one tax sale bidders were stumbling all over each other to buy a house that had burnt to the ground the weekend before but they didn't know it.At one sale somebody bought an Army bombing range, lots of luck with that one.At one sale a row house's 3 story back wall was in the back yard, people were competing to bid on it obviously never having seen the back of the house.At one sale of a nice suburban house, the owner occupant had removed all the electric wiring cutting holes in walls and ceiling everywhere in the house, because he felt electricity was altering his brain.At one sale roof leaked for maybe as much as 7 years, but the flat roof could not be seen from the ground, hardwood floors were heaved as much as 1 foot and mushrooms were growing in the all to wall carpet.

Once the tenant has placed their own washer & dryer in the unit, you might do an inspection of the hook-up to make sure the tenant hasn't cobbled it together which would cause a leak or flood.

@Roy N.In 2017 we already had a water service pipe fail between the house and the street and had to have the plumbers work on weekend overtime to correct the problem after over $1,000 worth of water leaked underground.
