It totals up to a few grand, so I'm curious if I'll ever get access to these funds?

The title company can change the commitment to the assignee's name before you close, but make sure your assignment contract makes the owner's policy the assignee's cost. they'll get the benefit of the insurance, so they should pay the couple grand even if you need to initially hire the title agent to get the ball rolling. 

Here in my county in Maryland , there is a $ 20 grand  hook up fee paid when you get the permit to build , then you pay the utility contractor extra to do the work .  

@Jay Hinrichs It needs to be paid annually, last year not one of my payouts was over $1Most lawyers aren't going to touch a petty case over $1 miscalculation  and a few grand. 

Jr only has a grand so far at 16...gonna driving a beater if he doesnt get off his butt.

@Jon Graboyes , If you have had two electric meters and possibly two water meters you should be able to show that this building is "grand-fathered in."
