The certificate was issued to the lender first and HOA second.Lender and HOA argue back and forth for a few months over ownership of the property and eventually sign an agreement whereby the lender would pay $15,000 to the HOA for past-due assessments and the HOA would release its title claim via quitclaim deed or some other instrument. 

Its likely they won't release the funds for the repair work.

I’m getting ready to put my NJ condo up for rent and am looking for some links to good rental forms (application, lease, release of information form, etc...).

I have seen some pretty shady practices where the PM side or the PM they used(not us) would just throw a body in and that could go horribly wrong, horribly quick. 

Is there any body familiar with the area that can specifically tell me which areas to avoid?

Make sure that the mortgage company does not attach itself to the lot you are splitting from the property as doing a partial release after the fact wasted 6 months of time.

If there was an old mortgage you get a lien release from them also.
