There are plenty of deals (even listed on the MLS) in the stable areas that there is no need to take a chance speculating on an up-and-coming neighborhood panning out.Also, I agree with the earlier post that you shouldn't make it clear you are from California.

Toilet leak gone unnoticed for years because of caulking

I own a condo and my plumber found a toilet leak when recaulking ,the wax gasket never made contact with floor and there is lots of water under the toilet , not a flooding scenario , the toilet base is 100% caulked held in the water for years and there is no gap left in the back , now I need help if HOA can help here or would it be the owner responsibility?

-I do not know how well Cumberland has recovered...I believe there were some efforts to revitalize the downtown area, and the old train station, but I don't know how well those efforts panned out (I haven't stopped in Cumberland for over 10 years).

In fact, I think I'll use your words next time I talk to an owner - I will give you a monthly check plus $50-$100 monthly premium and I'll take care of the tenants or toilets, and you can just kick back and let your checks roll in.
