Is there cities where a low cost is possible to qualify for a DSCR loan? 

I know many owners will glad to work with me if they can get a few thousand in this case. 

An application, approval/denial letter, lease, checklist, termination and security deposit notice, will cost many thousands of dollars from a lawyer if he drafts it from scratch for you and, for example, if he is not located in Cincinnati he probably will not be familiar with the ordinance requiring deposit alternatives or providing tenants copies of the ordinances and statutes the City requires. 

If so, how much does that cost vs owning a home? 

Still weighing my options and going to have to hunt for the right deal as I’d like to offset the cost of my new home a bit more than the cash flow of my original home will cover.  

From my experience (I could be wrong) there isn't a format but the estimate should list details like the materials to be ordered and the hours of labor needed for each repair project (for example the kitchen cabinet installation or exterior doors) along with a cost listed for each line item.

For the full appraised value or just enough to pay back the small note+renovation costs?  

This is not only to make sure that people are taking care of the property, but this is also to make sure that tenants aren't overlooking issues that could be addressed now that cost way more later.These can be minor roof leaks, gutter leaks, mostly to do with water penetration.
