If the axles are removed and the mobile is placed on a permanent foundation on its own parcel of land they are appraised with the land like a traditional house.

At half value I’d have no hesitation, particularly due to the nature of the settling “event” as being a one time thing, easily fixed, and preventable in the future.....as opposed to a sink hole issue which you never really know if it’s permanently cured, which is a different stigma.

Ok, looking at this specific home, this looks to be a mobile home on possibly a foundation of somebody didn't just built a concrete block skirt around the home, not a modular home.If this home is a true modular then the home owner should challenge the county to reclassify the home not as mobile.Modular homes, true modular homes, appraised the same as stick, they are not mobile, not manufactured housing, and not built to HUD standards.Yes they may have stickers stating where they were manufactured and yes if you go up into the attic or under the home you will likley see the join but the homes are built at or exceed local standards to where they will be placed on a permanent foundation and where they are real property not personal property such a a mobile home.

But refrigerators, washers/dryers, and window AC units are a little more hinky because those are rarely permanently attached to the property.Regardless of all that, I assume your state has a section in the sales contract which lists chattel property that the seller will leave behind.
