Provide air conditioning or not

We have a double the we just finished renovations on and were planning on providing central ac for the tenants. My hvac guy thought the cost would be around 3,500 for both sides. But now the cost is closer to 6k. We told one tenant we would put them in but after getting the new estimate we feel it's over and above what we can afford. After explaining this the tenant wants to move out. What would you do ?

She is paying 925 a month and you won't put ac in that you told her you would do? 

If I was in her position and you told me it would be there and then didn't install I would be talking to an attorney. I'm willing to bet you'd be viewed as the "big bad" landlord on this one. 

Looks like it's supposed to be mid 80's the rest of the week out by you. 

Hopefully she doesn't have any medical conditions that heat could be aggravating. Lol
