@Cheryl Daniels, since you manage the property yourself, you might try appealing to his Paranoia by telling him that there will be no contractors on the property without you present to watch them.

I am seeing about 5% vacancy rate but that will highly depend on where you price your units, how nice and appealing and in demand they are and how good are you at screening and management.
