Once the septic is installed I could then refinance to a new 203k rehab loan to make the necessary upgrades I want to make.After reading through the links that Anthony provided I found out that if the town has plans to be sewered before Jan 1, 2020 and the cesspool is not failed then I may be able to certify in writing that the property will be connected to the new sewer system within 6 months of receipt of notification to connect to the sewer systems.

I think most people are reading into the scenario a bit too much... we're not looking for luxury and lots of sq footage, American entitlement, etc, but a bit more practicality would be significant.
