Think of "ownership rights to a piece of property".Title policy / insurance is a way to ensure the property is free and clear of any liens.You may want to search google (or whatever your favorite search engine is) and you will find a ton of information on this.This is a link to an attorney web site with an explanation.

This is especially true in Jacksonville because of the geographic size of the city.  

I would have the escrow company send you an explanation with the corrected prorations. and how they derived the calculations.

I can't find clear explanations of the entire process, just vague bits, unclear, glosses over a step(s) that don't explain the actual physical steps involved.

If you're really unhappy with the fee, ask for an explanation, or start to shop around.
