Pipe burst in the kitchen and flooded cabinets, floor, basement ceiling and carpet, etc.This is going to be well above my insurance deductible of $3200.

I can finish it for about $35k (HVAC, plumbing, drywall, ceiling, flooring, appliances, finishes, etc.), and I can probably rent it out for about $1,800 in my area.  

Ceiling fans can also do wonders for distribution of the air in larger rooms.

I have this couple come over and explain to my wife prior and myself at the showing how their current place is bad and that the ceiling caved in twice.

Cabinets went up to the ceiling which gave them a place to hide and nest.

In my market I see the same thing, because those few homes are super luxurious homes that check all the boxes (location, view, high ceilings, nice finishes etc). 

Find out if your Section-8 and your locality will let you glass block the basement windows vs the bars.I like grey (cement floor) paint on the floor, a little darker grey on the wall (4 blocks up), and ceiling white on the top blocks to make a horizontal feel to the whole basement.And to paint any columns or sewer stacks wall grey, and put a light over the machines.Whatever noise the dryer makes is probably cutting down it's service live--so a fix there might mean money in your pocket in the long run.Hard nosed inspector--(could be worse), what else can you do other than comply and hope the next inspection is as good as gold.Good Luck!

Ideally, I'd like something that has all TOH, to avoid that maintenance, but the MHP above has a larger ceiling compared to others I've seen.
