Ductless heat pumps for apartment heating

I recently purchased a 2 unit property where heat in hot water are not metered individually. Each unit is roughly 1000 ft.² and recently insulated with blown in in the walls and in the attic the previous owner spent approximately $7500 a year over the last two years on heat and hot water cost because of this I am looking at separating the two units so the tenants are responsible for their own heat and hot water. One of the options I’m considering is doing ductless splits on the second floor unit I’ve had multiple vendors come out and they’re each suggesting to one for one systems for the second floor. 

Has anyone installed these in their apartments? And if so, what is your thoughts on its ability to heat and cool efficiently, as well as reliability
