In July of last year a roof leak developed and caused damage to the ceiling in my unit, to the point there was partial ceiling collapse. 

@Bruce Woodruff   wow that sloped ceiling description rules out almost all the sloped ceiling rooms I have been in.   

Therefore, it can be said that for each sleeping room, there must be two emergency escape and rescue opening.A bedroom ceiling needs to be at least 7 ft. tall.

The bathroom was gutted 2 years ago and the kitchen will be soon, some walls/ceiling are in good shape, but aside from that some walls need more than just paint.

You could put wall to wall carpet on the second floor with a thick pad, or you could put a suspended ceiling on the first floor and put in rock wool above the suspended ceiling.
