Since Pennsylvania applies a tax to a transfer of title regardless if there's a sale what is my best option to avoid paying tax to shift ownership and mortgage into an LLC or Trust?  

However, when you have a market shift that dilutes the tenant pool to such a degree, you have to grow and adjust as needed in order to keep up with the market, and your business.
