The policy here in MO, is to get a letter with the tenants signature of approval (that they agree and want to stay with the proposed rent increase) that needs to be submitted to the housing authority, 60 days prior to the lease expiring.

Also do not forget there is additional paperwork, getting setup as a vendor, different timelines and notices that have to sometimes be used when working with the housing authority.

Does it allow for them to make repairs without your authorization for any amount or is a threshold in place?

As a unit owner you will likely not have the ability to make repairs to the common elements, as that authority usually rests entirely with the HOA.

After closing, payments through the housing authority were set up, and upon receipt of the first months payment, I noticed that it was less than the amount shown on the lease.
