The meter has a transmitter on it that sends a signal to two antennas that are sitting on top of our office.Those antennas feed data received by the water meter transmitter to a controller box that has a cellular antenna on it where in NES is able to dial in remotely and take meter readings on a monthly basis.NES then sends the tenant the water bill (sewer use is factored in as well) and the tenant brings the water bill to us in the the office and pays it along with the rent.

Wait...if it's a 4 unit, why not just go with a conventional 5% down and live in a unit and rent out the other 3your rate of 3.375% or whatever already signaled to me that it wasn't an investment rate but rather an owner occupied rate. youre young enough that living there for a year wont kill you.
