Water pools up badly(pic) in front of home(Opt. Pend)- Solution?

Howdy folks. The Situation:
Wife and I have a home under contract, and while we were at the home during the inspection, some heavy rain came down. The water quickly pooled in front of the home, and it drains out of the neighborhood streets at a quick rate, but since the driveway/concrete is caved inwards, there's nowhere for the water to go. During the raining months in Houston, the water may stay for weeks at a time.
It's in a 500 yr. flood plain and has never flooded. Built in 1961. There is a sewer about 50 feet away and it was draining very well.
The question is: What are our options to fix this? Have you all dealt with this before, whether it's hounding the city or looking at cost options to re-rout the standing water?
Any suggestions are appreciated!

@James De Stefano Find out who owns the street and hound them. It may be the city, or HOA, or county, or you may own it. This happened to me in DFW. The alley was on my property with an easement for the alley. City refused to fix it because it was my property then code enforcement started citing me for it so I had to repair it out of pocket. Probably not the case in this situation so just buy flood insurance. If its 500 year, shouldnt be that expensive.
