The city is doing very questionable things in housing, like when they were called out on taking bribes from an apartment developer, which lead to a hold on new builds but seems all has been swept under the rug and is back at it.

Carpet or rugs.

New renters will likely cover it with a piece of furniture, area rug, or something like that.

I don't know if I should press on with that carpet in the bedrooms or make all the floors vinyl plank and just get some area green rugs to try it out if the prospective tenants like it?

I’vetalked to the upper tenant and she got a throw rug for the hallwayand part of the living room.

Most people will also use an area rug. 

Slipcovers, area rugs on hardwood etc.

I would put a few area rugs in there to make it more cozy - perhaps around the couch and under bed or table.   

.- That green Astroturf rug may be hiding floor damage.- Furnace / hot water heater appears less than 15 yrs.

As for carpets in bedrooms, they can always use area rugs if they want the feel of carpet.
