I bought a house that was in great shape it just had a smoker living in it for his entire life.

That being said, if you see an unauthorized animal, smell cigarette smoke or accidentally observe a lease violation, that is not snooping.

Non smokers. 

After an inspection, I noticed that there is a strong smell of cigarette smoke.

Unfortunately the inspection revealed that the other unit (Section 8) was in a much worse condition and would also need smoke remediation (tenant was a smoker and had two other individuals living in the unit, which was a violation of the lease, and the landlord had done nothing about it).

The guys are outside smoking cigarettes.

A definite step up from the family of horrors that came before (had to clean up poop smears and replace screens that were burned through with cigarettes...that were expressly forbidden in the lease).

I am also going to be speaking to the condominium complex manager tomorrow about the situation and ask questions about the previous owner.Again I have done just about everything I can in regards to repairs and working with my tenants who have been great in terms of paying rent on time and have responded to all of my messages in regards to minor complaints from the neighbors (things like cigarettes flying out of the area and such).
