Does this process sync with other HUD wholesalers? 

In DC with the higher price points, there may still be competition, but maybe 3-5 people competing over the properties.Now as you move further out towards Baltimore, that is where you might need to get on some wholesalers email list.  

The wholesaler is requiring a nonrefundable $5k earnest money due upon signing of contract.

Again a very good question, if you are currently doing a  wholesale deal per month and your buyers are happy you should grow as the word gets out to the investor community.
