We have been advised as to reaching out to the county offices which weve been told they are pretty good at giving some baseline answers to basic questions and then investing as you mentioned about 2k into it with civil  to see if what we want to do on that land is obtainable.

It is also a classic case of the metrics not telling the whole story, without some additional digging.Spartanburg and Greenville counties are on fire, everyone knows this.

Have you tried:- Running comps of similar properties in the area and calling those buyers directly- Posting Craigslist, Newspaper, BP, adds- Find some local meetups and market it to them- Reach out to local agents in the area and see if they have any buyers that may be interested- Reaching out to local wholesalers and shopping it to their buyers listJust a few quick ideas I would try.
