Who should I mail to?

Hell,

I'm starting my yellow letter campaign this week and was trying to get some opinions as to who I should mail to? Besides driving for dollars, which iv'e done and have a decent amount of leads, I also want to send out yellow letters from a certain list. I do not want to target absentee owners since every investor iv'e ever talked to does that, any other suggestions. I do have the tax records for last year, everyone who is behind on backed taxes. Would that be a good idea to mail to? Thanks for the help in advance.

@Justin Silverio Right now the list is at 17,000 for 2015 unpaid taxes for my whole county. I thought about using Michael Quarles system which is

1. Small Text Postcard

2. Yellow Letter

3. Large Text Postcard

4. Typed Letter

5. Greeting Card

6. Zip Letter

Between that, and a unique list I should get a good amount of leads. ill just figure out how to go through these 17k unpaid taxes and figure out which ones are worth mailing to, any suggestions there? Thanks for the help.
