Shawn, I'm not an administrator but I think when you're promoting a property you have to list it under "BP Marketplace" which requires a plus or pro account.

I would also require them to set up auto payment with an online system.

Have not been in the section 8 business for about 8 years now, but, based on my past experience, not the easiest marketplace.
