The huge government and university job base has limited any drop in its history to 2.9%. 

So... the government of Ontario has just put a moratorium on rent increases for 2021 (overturning the paltry 1.5% increase previously set).

Maybe they will accept the offer and cancel the sale or maybe they want to get the property back to take advantage of their private mortgage insurance, government bailouts, and whatever other help they get for over lending.

I don't know who governs these properties.

Raising capital publicly and privately is governed by rules.
