In my area blue-collar workers love them, people that value land/privacy, people with animals, and people with large trucks/trailers to name a few.  

I did a quick search on the Internet and learned that there is something like a Blue Book value that is used for cars.

A 1/1 in a mostly blue collar area with families probably won't be as desirable.

Personally, I have seen too much stuff and I would not invest within walking distance to any of the blue areas.As long as I have been buying properties, over 10 years now, the bad areas have not changed much, so I have little hope that they will turn all the sudden.

You might want to reach out to out and form a relationship and let them know what you are doing so its not a call out of the blue asking for this only to get a no from them.

Am I going to promise that to the person up-front after they called me out of the blue? 

Good location, with good houses and people that work... higher end blue collar to white collar, but not professional.

the four units that I have by the beach feature pastel colors lots of beachy furniture in mostly whites, blues and yellows and lots of wall decor which people give away for less than $5.
