Can someone help me with the basics of the difference of the 3.5% vs. 5% loans?

We are considering renting a home in the neighborhood we are interested in buying in, to test it out for a few years.

I’m new in Jacksonville FL area and would like to ask your opinion based on your experience- what are the more quality neighborhoods in Jax for investments interns of good tenants? 

Initially I had thought that this company only does property management, but as it turns out they help the investor from A to Z, when it comes to finding appropriate agents, lenders, contractors, handymen, managing rehabs, management, providing advice on the best investment strategy, etc.

I was hoping the VA could help with this but I am not sure how to do this with getting another account banned.
