I live and invest in Charlottesville and I can tell you that the market has basically ground to a halt.

We have found that there is more of a market in the Melbourne area than the beach (go figure ha!)

Before you buy a property, you should do a LOT of homework to verify you can find a decent property manager in that market.

Consider going the route of long term rentals in a different market if this worries you.

As Bryan stated, yes RUBS is generally legal in California, but there can be limitations depending on the market and the leases you have in place. 

When searching for properties I’ve come across a lot that current rents are below market rent.

If I can just save one person from falling for his predatory tactics it'll all be worth it.I also walked away from the deal I mentioned above and told them to keep their $, I don't want it anymore so they understand this is more about justice.
