First step is to hire an office manager/bookkeeper/administrative assistant/transaction coordinator/assistant project manger/marketing manager //// You need a dynamic individual to wear a lot of hats and help you take it to tu en next level.

There is a collaborative program between HUD and Va (aka HuD Vash) which through housing authorities provides rental assistance vouchers for those who qualify.

It might help them with assistance they get elsewhere (utilities, perhaps), but I don't see how them "needing help" will be affected by the increase.

They'll provide the real insight, but here are some metrics I look at:-Population growth-Job growth with higher wages-Business friendly-Diverse economy-Strong occupancy rates-Acquisition price-to-rent ratio-Landlord friendly-Infrastructure development-Lifestyle amenities-EducationBest of luck!
