Third time doing inspection on a "turnkey house"

The repairs are large items such as electrical panels ect. there's an electric panel that needed to be inspected the 1st time around but even on the 2nd attempt it was not able to be inspected because of the water flood condition I'm worried about paying the inspector because this would be the 3rd time in paying for the property to be inspected which I dont believe is fare since there was time for the items to be fixed the 1st time around.

I had the hot water heater gas regulator go out on me ($100 item off Amazon), the Furnace died ($846), and there was a gas leak on the side yard (city's responsibility luckily).

Thus far I am considering displaying the additional tax base that will come from that verse a SFH, additional power used from a duplex (ie city gets a portion of all electrical bills in city), additional water and sewer revenues, and the big one that it helps the affordable housing crisis.
