Suggestions on Successful Land Use Approval

So I am working on a project that is a conditional use, by the local government. 

Siting a duplex in lieu of a SFH on residential property.
What have you guys found helps bring success?

Thus far I am considering displaying the additional tax base that will come from that verse a SFH, additional power used from a duplex (ie city gets a portion of all electrical bills in city), additional water and sewer revenues, and the big one that it helps the affordable housing crisis.

My last point is that, according to their own zoning ordinance as a direct permitted use, I could install two manufactured homes (used or not does not matter) on these properties. That would be kind of a last ditch effort.

Have you found success with pointing out the instances they have approved a similar request in your city?
