Landlords generally have the right to enter for inspections, emergency repairs, and other official reasons (such as your appraisal) but I'm unaware of any legal right you have to prohibit the tenant from occupying their (and it is theirs, until their lease is up or they are evicted) home short of maybe some emergency condition.

If the tenant needs to serve you official notice of your failure to maintain the home or they want to sue you for falling down the stairs, they need a physical address within the state to serve that notice to.
