Sorry, I am not trying to sound negative, but that is just the facts laid out in your description.

I saw your ad for the (name something descriptive from the ad) little blue bunaglow and I'm extremely interest.

Today I get a call that there's no heat and hot water in all 3 apts and the rehab guys said someone who fits his description was there yesterday claiming he's the plumber and did work in the basement. 

Given the OP's description it is a bit more than I had expected-what are other readers reactions?

@Alex Hogle hard to say from your description there is a lot of details missing.

My opinion, this is a super unfortunate incident, but based on the description, the tenants didn't do anything unreasonable to cause the issue and it's not unreasonable that they didn't report a toilet handle occasionally getting stuck.

I would door knock and talk to these owners personally but its very difficult given a large geographic location of LA.Im going after residential and commercial apartment buildings.Any tips here will be greatly appreciated, Ive worked hard making hundreds if not thousands of calls and sent out tons of letters etc,no results yet, unfortunately I dont have a sphere of influence or past customers.

He is the exact description of the mom and pop landlord that we all look to buy from when they get too tired to continue managing their property. 

There is a property for sale for 65k but in the property description it says that in order to buy that house you must buy another property for 45k, which is right next to each other.
