Quality of welfare tenants is entirely dependant on how your local government handlers manage the system.

I'm only speaking from what we do and realize that there are multiple ways of doing things.  99% of the time the tenant cannot purchase it because our program requires a down payment.

Ask to speak with some of their current owners and current/former tenants.

Ultimately, I want to attract the highest quality tenants - IMO, your focus should be on that.
