@Gabriel Credit If you really want to develop a strong and loyal client base, you need to bring real value to the client. 

So, here is the interesting thing: A Realtor cannot pay a referral to a non-licensed person if the Realtor represented one of the parties in the sale as a Realtor (i.e. listed the property, seller or buyer is a client etc.).

Also a huge plus if they have worked in the industry before If they are liasing with clients you might want someone from the US.

I had a project where the client submitted to segregate three legal lots into three tax parcels, while there was still a building across all three lots.

My initial reaction, as I would advise any client is to start eviction.

Any suggestions on getting yourself out to buyer clients as well.

For example, if I want to sell a five-unit multifamily in Washington DC, it seems these agencies will market almost exclusively to their own clients -- and thus end up on both sides of the deal (dual agency). 

Just hate to leave my clients hanging like that.
