I agree that Nashville may be overpriced in many of its areas due to speculation of areas turning around at some point in the future, but there is also a strong growth of population here supporting much of the inflation of prices.

I sympathise with anyone who has to deal with these people on a regular basis, it must be somewhere between the DMV and hell in terms of customer service.and that's in a development friendly jurisdiction.. get in a no growth town or county and its a real bummer projects can take decades and still never get done

If you are looking at North Dakota, I would stay away from the boom towns and focus on towns/cities that do not rely on oil for their growth.
