I reviewed the lease and, other than stating the start and end dates, is silent on any required notice of non-renewal.

Give them written notice of the lease violations and demand they vacate no later than [DATE].

Generally speaking, a Wholesaler writes (fills out) his or her own contract.Negotiate, make an offer,  embody price and terms in your contract, then execute.I'd recommend using the standard or promulgated contract rather than inventing or using some wholesaling contract you find off the internet.

Tenant does not want to pay utility charges till statement shows her date of occupancy.

On the addendum when adding the new tenant it states the new tenant who was living there but not on the lease is staying until the set date the original tenant is moving out July 3rd.The original tenant has already moved out and given me a forwarding address but the new tenant we added on who is supposed to vacate today 07/03/2021 sent me this long email about how he cannot leave because he was in the hospital and doesn't have the resources to pay for movers and cannot qualify for any other apartments due to his income. 

Look for their public record assess portal and you can search by county and date filed.

Mainly you'll want to make sure that if you're going through your bank it's on your timeline in collection dates, and that the fees are not unreasonable. 

Real estate investing is not a cheap date and not only will you have these immediate repairs, you'll have even more that become "discovered" during the process - plus taxes, insurance, more.

First advice is to NOT set a date as a requirement for buying.
