Normally across the board what you will see is a pref given of 6-8% with a 70/30, 75/25 or 80/20 split.

Plus Alameda is a liquification zone for earthquakes I believe, and they have a "rent mediation board" for substantially increased rents (although not explicit rent control and not sure how often invoked.)I'm a big fan of Oakland, but prices are getting hot.
