I know there are reasons people use it in tropical areas, but I can't stand it.If it were me, I would go with a high quality luxury vinyl plank or engineered hardwood.  

BUT being said get an engineer out there.

@Jeff Mitchell You will most likely need an electrical engineer to supply you with the panel schedule, riser type, and sizing. 

You will most-likely waste a lot of time and money trying to do a hokey DIY job with a French drain that is not properly engineered.

You apply, planning gives you their needs list, engineer, survey, maybe change water lines???

I would search that term, and you will find a list providing service that you can pay for, or try to reverse engineer it yourself through something free like Truepeople search.

When using search engines like Zillow and Realtor they are not helpful.
