Moving it is a bit of a chore though, not only you have to deal with the DWV, the water supplies and the 220V dryer electrical receptacle.

Download your state landlord tenant laws..Is electric the only issue.. this storm is an Act of God,, and as long as the general area is out, not just your building because of needing repairs,, you would not be responsible to refund rent.. but is it safe to let them return or maintain living conditions.. what's your liability if a fire broke out and no smoke detectors,, they have probably no hot water or A/C..

If there is a separate meter for electrical then you have them transfer service to their name, same for gas.
