We haven't had anyone look at the ADU to see if it meets the codes, but there doesn't look to be any glaring issues with the unit's construction.

I have been told that it can not be rented out but I did read in the code for the zoning  specifically for accessory dwelling units that I could have an employee, caretaker for watchmen live there.

No reason to fight a battle with them twice of raising the rent, dealing with things like junk cars and occupancy code violations and then if you are successful in these areas turn right around and ask them to move?

They have to because the permit fees are used to pay for the code enforcement department and every municipality wants to collect enough to cover that department (and more!)
