Tenants Not Getting Along At All...

Hello, Long story short my tenants are not getting along. One of them is constantly calling the city hall to complain (fire department, board of health, etc) and the other tenant is getting very fed up and threatening to leave. How do issues like this get resolved? I am planning on having one tenant removed within the next few months so should I just tell the other tenants to wait it out until then? Side note, there’s nothing I can really say about her complaints to city hall if they are valid right? I do feel like she is attacking them for no good reason but what can I do about that.
